    Safety Supervision Regulations for Recycling Products of Suzhou Atmospheric Boilers

    The regulations for the safety supervision of the recovered products of atmospheric boilers are as follows:

    Chapter I General Provisions

    Article 1 In order to strengthen the management and safety supervision of small and atmospheric hot water boilers to ensure safe operation, these regulations are formulated in accordance with the Interim Regulations on the Safety Supervision of Boiler and Pressure Vessels and the functions assigned to the quality and technical supervision administrative department by the State Council.
    Article 2. These regulations apply to fixed small boilers and atmospheric hot water boilers with water as the medium. This provision does not apply to wall-mounted water heaters.
    Article 3 The small boilers mentioned in these regulations refer to:
    (1) Small steam-water boiler (boiler with rated evaporation not exceeding 0.5 ton / hour and rated steam pressure not exceeding 0.04 MPa);
    (2) Small hot water boilers (hot water boilers with a rated outlet pressure not exceeding 0.1 MPa, hot water boilers under tap water pressure);
    (3) Small steam boilers (steam boilers with a water volume not exceeding 50 liters and a rated steam pressure not exceeding 0.7 MPa);
    (4) Small-sized aluminum pressure boiler (boiler made of aluminum material, rated outlet steam pressure not exceeding 0.04 MPa, and rated evaporation not exceeding 0.2 ton / hour).
    Article 4 The atmospheric hot water boilers mentioned in these regulations refer to boilers that have holes in the boiler body or are connected to the atmosphere with a connecting pipe. In any case, the pressure on the top of the boiler body is zero.
    Article 5 The small boilers shall be subject to the technical requirements of these regulations. For other technical requirements not specified in these regulations, the “Steam boiler safety technical supervision regulations” and “hot water boiler safety technical supervision regulations” shall be implemented.
    Article 6 All relevant units must implement these regulations, and the quality and technical supervision administrative departments at all levels are responsible for supervising the implementation of these regulations.
    Chapter II Supervision and Management
    Article 7 The design documents (drawings, strength calculations, etc.) of small and atmospheric pressure hot water boiler products shall be reviewed and approved by the provincial-level quality and technical supervision administrative department's boiler and pressure vessel safety supervision agency.
    Article 8 A unit producing small boilers must obtain a Boiler Manufacturing License of E2 or above (including E2) issued by the administrative department of quality and technical supervision above the provincial level.
    The production of atmospheric hot water boilers is subject to a manufacturing license system. The "Boiler Manufacturing License" is issued by the provincial quality and technical supervision administrative department and its validity period is five years.
    Units that are qualified for E2 or higher (including E2) boiler manufacturing are also qualified for manufacturing normal pressure hot water boilers.
    Article 9 No unit or individual may install, sell and use small or normal pressure hot water boilers manufactured by units that have not obtained the Boiler Manufacturing Permit.
    Article 10 The units for the installation, repair and renovation of small and atmospheric hot water boilers must obtain a qualification certificate issued by the provincial quality and technical supervision administrative department.
    Small and normal pressure hot water boiler manufacturing units may install boilers produced by this unit.
    Article 11 Before the installation of small and atmospheric hot water boilers, the installation unit must bring relevant materials to the local quality and technical supervision administrative department's boiler and pressure vessel safety supervision agency to apply for installation, and may only be installed after approval; Individuals must not install boilers.
    Article 12 The installation, repair and transformation of small and atmospheric hot water boilers shall comply with the relevant state regulations and technical standards.
    Article 13 After the installation of small and normal pressure hot water boilers is completed, acceptance inspection shall be organized by the boiler user. The acceptance shall be attended by the boiler pressure vessel safety supervision agency or its authorized representative.
    Article 14 After the small and atmospheric hot water boilers are qualified for installation and acceptance, the boiler users shall hold relevant materials to the boiler quality vessel safety supervision agency of the local quality and technical supervision administrative department to go through the boiler registration formalities. use.
    Article 15 Units using small and atmospheric pressure hot water boilers must do a good job of maintaining boiler equipment. When any hidden danger to safety is found during the operation of boiler equipment, the operation shall be stopped immediately.
    Article 16 Boiler and pressure vessel safety supervision agencies of quality and technical supervision administrative departments at all levels shall conduct irregular inspections on the use of small and atmospheric hot water boilers.
    Article 17 The supervision and regular inspection of boiler manufacturing shall be undertaken by inspection units authorized by the local administrative department of quality and technical supervision.
    Article 18 When an accident occurs in a small and normal pressure hot water boiler, the unit in which the accident occurred must report and handle it in accordance with the "Procedures for Handling Accidents of Boiler Pressure Vessel and Pressure Pipeline Equipment".
    Chapter III Small and Atmospheric Hot Water Boilers
    General technical requirements
    Article 19 The design of small and normal pressure hot water boilers shall meet the requirements of safety and reliability. The heating surface of the boiler must be reliably cooled. The combustion equipment selected should be safe and reliable, and should match the furnace type.
    Article 20 The strength calculation of boiler pressure components shall be carried out in accordance with the provisions of GB / T16508 "Calculation of Pressure Strength of Boiler Shell Boilers" or GB9222 "Calculation of Strength of Pressure Components of Water Tube Boilers".
    Article 21 Overlap and fillet joints shall not be used for the main weld of boilers. The row of tube holes of the boiler shall not be opened on the welds, and cross welds shall not be used.
    Article 22 When the welding method is used to manufacture, install, repair and modify the pressure components of small boilers, the welding organization shall formulate a welding process guide and follow the requirements of Appendix I of the "Steam Boiler Safety Technical Supervision Regulations" for the pressure components. The fully welded T-shaped joint between the butt joint and the pressured component is required to undergo welding process assessment, and it can be used in production if it meets the requirements.
    Article 23 Small boilers with a rated outlet pressure less than or equal to 0.1 MPa may be exempted from non-destructive testing on the premise that the quality of the welds is guaranteed by the manufacturer.
    Article 24 A small boiler shall be provided with at least one pressure gauge. The pressure gauge shall be calibrated in accordance with relevant regulations. At least one water level meter shall be installed in small steam-water boilers, small steam boilers and small aluminum pressure boilers.
    Article 25 Small and normal pressure hot water boilers shall be subjected to a water pressure test at 1.5 times the rated working pressure and not less than 0.2 MPa before leaving the factory. The holding time shall be 20 minutes. Article 209.
